Thank聽you Mr President,

I have the honour to present draft resolution L.21聽on the human rights situation in the Syrian Arab Republic, on behalf of: France, Germany, Italy, the Netherlands, Qatar, T眉rkiye, the United States of America, and the United Kingdom.

Mr President,

Last month the Commission of Inquiry聽delivered a clear - and tragic - message to this Council. 聽Throughout聽Syria,聽violence has now reached a scale not seen for four years.聽皇冠体育app nature of聽the聽violence inflicted on the Syrian people by聽Assad and his聽allies is both calculated and careless.聽Hospitals,聽schools, markets聽鈥撀燼ll known聽entities聽鈥� have been聽struck. 皇冠体育app聽tragic loss of civilian聽lives shrugged聽off by a regime which clearly thinks so little of the Syrian people.聽

In our resolution聽we highlight聽the continued persistent and escalating civilian聽casualties聽amidst聽a myriad of聽violations of human rights and humanitarian law in Syria.

Enforced disappearances, torture,聽ill-treatment,聽and deaths in detention continue.聽As does sexual聽and聽gender-based聽violence, resulting in stigma聽and聽isolation聽for survivors聽and聽impunity聽for perpetrators.聽

Thirteen years into the conflict, the humanitarian situation is more precarious than ever. 皇冠体育app lifeline of cross-border aid聽hangs on the continued consent of聽authorities which cares more for political gain than their people.聽

Mr President,聽

皇冠体育app resolution we present today condemns such flagrant abuses and聽violations, and聽now, more than ever, stresses the need for a nationwide ceasefire and political solution聽to the conflict.聽

It once again聽calls聽for all parties聽to maintain rapid, unhindered,聽safe,聽and sustainable humanitarian access聽to those in such desperate need.

It welcomes progress made by members of this Council in聽ensuring accountability for crimes committed in Syria, and progress made on the establishment of the Independent Institution for Missing People聽in Syria, an聽important step forward聽for the thousands who have waited far too long to know the fates of their loved ones.聽

Crucially, it renews the mandate of the Commission of Inquiry for a further year.聽皇冠体育app Commission鈥檚聽excellent work provides a clear聽evidence base to ensure accountability聽for聽heinous crimes,聽and聽to ensure聽that the聽harsh reality of Syria is not forgotten.聽

I thank all those who have engaged constructively in the informal consultations on this resolution.聽

If a vote is called on this resolution, I urge our fellow members of the Council to vote in favour of it.

Mr President,

We cannot, and will not,聽forget about the plight of the Syrian people.
