Citation
皇冠体育appse determinations may be cited as the Port Health Transition Fund Determination (Grant 1 - 2020) [No31/5242] and Port Health Transition Fund Determination (Grant 2 鈥� 2020) [No31/5278].
Purpose of the grant
皇冠体育app grant is to provide local authorities in England with the funding they require to prepare for new sanitary checks on imports of animal products from the EU that will be introduced in stages after the end of the transition period. 皇冠体育app funding covers two broad types of costs that will be incurred by local authorities:

salary costs of new staff who will need to be recruited and trained prior to the commencement of checks from April 2021, after which point authorities will be able to recover costs via fees and charges

non-staff costs including, but not limited to, recruitment, training, equipment, systems

Determination
皇冠体育app Secretary of State determines as the authorities to which grant is to be paid and the amount of grant to be paid, the authorities and the amounts set out in Port Health Transition Fund table of allocations.
This will be paid to local authorities in the form of single non-ring-fenced grants in November and December 2020. Funding allocations for local authorities reflect the declared requirements of the local authorities via a formal bidding process. 皇冠体育appse requirements have been reviewed and tested against the modelled annualised consignments.

Treasury consent
Before making this determination in relation to local authorities in England, the Secretary of State obtained the consent of the Treasury to allocate and distribute 拢14 million.

Conditions
皇冠体育app Senior Responsible Owner for this grant, Darren Jaundrill, will require the local authority responsible officer to confirm at the end of each financial year that the funding has been properly expended.
Formal reporting to the Department for Environment, Food and Rural Affairs on progress is not a condition of this grant.
皇冠体育app department has, however, asked local authorities to provide contact details for the relevant lead managing the delivery of port health transition and readiness, to whom we will provide additional guidance and support. 皇冠体育app department will ask the local authority to provide voluntary reports at each transition stage confirming activity that has taken place or been funded. 皇冠体育app department would welcome any information about effective practice and activity that can be shared across all local authorities.
