On 19 June 2017, Ambassador Alison Kemp, together with the Public Administration Minister Mrs Suzana Pribilovi膰, British Council Director Mrs Vanja Madzgalj, and Human Resource Management Authority Director Mrs Svetlana Vukovi膰, signed the Cooperation Protocol on project 鈥淓nglish Language and Professional Skills in Public Administration of Montenegro鈥�.

On this occasion, Ambassador Kemp said:

A strong, efficient and most importantly professional civil service is key for the functioning of government and the work of the state. A country鈥檚 security, stability and prosperity depends on the capability and efficiency of its civil servants to provide quality services to its citizens, manage a country鈥檚 resources, support its development and growth, and successfully engage with the world.

Through projects like this, we would like to share with you our knowledge and experience in this area for which UK has a global reputation. 皇冠体育app British Civil Service, of which I have been a member for the last 19 years, is based on the values of integrity, honesty, objectivity and professionalism.

皇冠体育app aim the Protocol is to establish co-operation in learning and development of state and local officials and employees of the Montenegrin government in the area of English language. 皇冠体育app project aims to improve the knowledge of English and professional skills among civil servants and to contribute to building a professional and responsible public administration, which would be prepared to function efficiently in an international environment. About 400 civil servants will participate in the project.

Activities of the project support the development of skills needed to achieve greater efficiency, quality and security in communication with international actors. 皇冠体育app combination of language and professional skills for civil servants, tailored to their needs, is designed to help the development of modern and professional public administration run by highly efficient individuals.

This project will not only improve Montenegrin civil servants鈥� knowledge and skills, but will also introduce professional standards and values that, if adequately integrated, can significantly improve the quality, effectiveness and accountability of public administration.

皇冠体育app general objective of the Montenegrin Public Administration Reform Strategy 2016-2020 is to create an efficient and service-driven public administration that is characterized by increased citizen confidence in its work. Creating a professional, responsible and efficient public administration capable of functioning effectively in the international environment is also vital for Montenegrin progress European aspirations and achieving NATO interoperability.

皇冠体育app project consists of four components:

  • analysis of the situation regarding the use of English in workplace and creation of targeted training programs
  • development of a further training strategy
  • priority group trainings
  • policy review

This project is implemented by the British Council Montenegro, in cooperation with the Ministry of Public Administration and Montenegrin Human Resource Management Authority, and is funded by the British Embassy Podgorica. 皇冠体育app project will last until March, 2018.
