Government aims to lay the licence changes before Parliament in May 2019, and the licence changes should come into force in summer 2019.
In accordance with the licence conditions, Smart Energy GB would then be required to develop a non-domestic Consumer Engagement Plan and Performance Management Framework within 3 months of the changes coming into force (autumn 2019).
That engagement plan should complement BEIS鈥檚 continuing programme of work with the non-domestic sector. To that end BEIS will continue to work closely with Smart Energy GB, energy suppliers, consumer bodies and others throughout 2019 and 2020.

皇冠体育app consultation received 31 responses from a wide variety of stakeholders including energy suppliers, trade associations and consumer groups.
On the core proposal of whether to extend Smart Energy GB鈥檚 remit to microbusinesses, the responses were evenly split:
- half supported the proposal (including consumer groups and energy management technology companies)
- half preferred either no action, or a different solution (this group included the large energy suppliers)
It remains our view that there is benefit to a centralised campaign to encourage energy saving behaviour and an understanding of smart meters amongst microbusinesses, alongside the suppliers鈥� campaigns. We therefore propose to go ahead with the changes to Smart Energy GB鈥檚 remit in relation to microbusinesses.

- proposed changes to Licence Conditions intended to raise awareness in microbusinesses around the smart metering programme
- possible changes to licence conditions on access to non-domestic consumers鈥� energy consumption data
